Minister for Law, Justice and Parliamentary Affairs, Ajay Kumar Chaurasiya, has said a law was required to correct the norms and statute.
During a meeting of the Law, Justice and Human Rights Committee under the House of Representatives on Sunday, Minister Chaurasiya pointed out the need for revising the bill designed to manage legislation. Thorough discussion featuring experts’ views were imperative to enrich the bill, he added.
On the occasion, legal expert Madhav Paudel, however, said some points in the bill could be corrected and passed immediately. Only law ministry is responsible to bring a policy on criminal offense, he said, adding that this right must not curtailed. But separate arrangement could be mulled on prosecution.
Law ministry deserves rights to provide consent to other regulations except the regulations of the House of Representatives and the National Assembly.
Similarly, Constituent Assembly Member Radhe Shyam Adhikari viewed the bill would be a significant legislation once it is passed. He reminded that even the agenda rejected by the law ministry were once passed. The present bill is essential to build uniformity in regulation and law, Adhikari added.
Expressing views at the meeting as an invited expert, former deputy speaker Pushpa Bhusal Gautam said the bill was necessary to enforce constitution. She argued that the local levels were formulating the work procedures on their own in absence of the act, regulation and designated bill at the federal level, which ultimately put people’s representatives in trouble- even facing corruption charges. So, this bill deserves quick passage, Bhusal emphasized.
