Preparations for voting to decide the name and capital of Province 2

After the parties could not reach an agreement on the name and permanent capital of Province 2, it will be decided through voting. A special committee formed under the convenorship of Speaker Saroj Kumar Yadav has put forward four proposals for the name and three for the capital. The committee has already submitted its report to the state assembly on Sunday.

The state assembly meeting is being held on Monday at 11 am. After the ongoing discussion on the proposal related to capital and naming, voting will be held to finalize the capital.

In the report submitted by the Chief Whip of the Democratic Socialist Party, Parameshwar Sah, in the meeting of the state assembly held on Sunday, it is mentioned that the name and the capital should be decided through the election process with 6-point conclusion.

According to the report, the parties have agreed on the proposal for the capital to be built on the east-west highway at Dhalkebar in the north, Kamala River in the east, a circular road in the middle of Mithila in the west and up to the border of South Nepal.

Similarly, two proposals have been submitted to make Birgunj the capital. The first metropolis, Pokhariya Municipality, Sakhuwa Prasauni Village Municipality, Parsagadhi Municipality and Jitpur Simara Nijgadh to Simraungadh and the second Birgunj Metropolitan City has been proposed as the capital.

Even in the last discussion in the state assembly regarding the name of the state and the
capital, the parties have seen the old stance.

In the discussion, Madhesh-centric parties JSP, LSP and CPN (Maoist Centre) are in favor of
Madhesh while Congress Mithila Bhojpura and CPN-UML have maintained their old stand in
Janaki. Thus, even though the parties seem to be sticking to their old stance, the chances of reaching two-thirds in the nomination of the states are low.

There are currently 104 MPs in the state assembly, including the speaker. A two-thirds majority requires the support of at least 70 state assembly members. Madhes has 39 MPs from JSP, 16

from LSP and 8 from CPN (Maoist Centre). Even if the Federal Socialist Madhes led by Rizwan Ansari is in favor of Madhes, it seems that 6 votes will not be enough for two thirds.
