The government should start the process of finding a solution through serious diplomatic initiatives on the issue of Nepalese rights and ownership in the territory of Nepal and should remain undisputed. The Nepali Congress will be with the government on the issue of nationality.

Not only the government, but also the government-led Nepali Congress and the other ruling party, the CPN-Maoist, seem to be silent on the issue. Since the official opinion of the
government is not public about this, isn’t it the silent support of the government of Nepal on the road built by India in Lipulek? A serious question has arisen.

Minister for Information and Communication Technology Gyanendra Bahadur Karki, who is also the spokesperson of the government, said that he would not talk about it now. ”I have no comment at this time,” Karki said.

The government-led Nepali Congress is also silent on the issue. However, Prime Minister Deuba is also the president of the Nepali Congress. However, many relied on Gagan Thapa and Bishwaprakash Sharma, the two general secretaries elected from the recently concluded General Convention. But they too have remained silent on the issue. Though the Congress did not make any public statement, Dhanraj Gurung said that he was personally surprised by the remarks made by the Indian Prime Minister Modi and the silence of the Nepali government.

Krishna Bahadur Mahara, spokesperson of the CPN-Maoist Center, another ruling party,
claimed that his party was clear and did not remain silent on the Lipulek issue.

Institutional objections of UML, Socialists and Janamorcha

Although the Government of Nepal, the Nepali Congress and the CPN-Maoist Center have not made public their institutional views against the statement of the Indian Prime Minister and the Hepaha trend, the main opposition CPN-UML, the ruling CPN-U and the Rastriya Janamorcha have opposed it institutionally.

Opposition party UML has termed the action of the Indian side and the silence of the Nepali
government as suspicious. In a statement issued here on Tuesday, UML foreign affairs chief
Rajan Bhattarai said that the UML had taken serious note of the Indian side’s intensification of road construction in Nepal despite the agreement reached at the Nepal-India Joint Commission meeting to resolve the outstanding issues between the two countries through diplomatic channels.

He also questioned the government’s silence, saying that the UML believes that no structure should be formed until the issue is resolved through talks. ”Our party urges the government to engage in serious dialogue with India on this issue immediately, to put an end to all forms of violence and to take meaningful initiatives to establish practical ownership of Nepal’s territory,” Bhattarai said in a statement.

Similarly, the CPN-Unified Socialists have also objected to India’s road expansion in the Lipulek area. In a statement issued on Monday, Foreign Office Chief Jhala Nath Khanal objected to the widening of illegally constructed roads in Lipulek area on Nepali soil and demanded to stop the road expansion.

”The Government of India is aware that the Lipulek, Kalapani and Limpiyadhura areas are the sovereign lands of Nepal,” said Khanal, who is also a former prime minister. It is a violation of integrity.”
