Chinese authorities further regulate algorithm recommendation

The Cyberspace Administration of China (CAC), the Ministry of Industry and Information Technology, the Ministry of Public Security, and the State Administration for Market Regulation jointly issued regulations targeting algorithm recommendation, which will take effect on March 1, in a bid to further promote the sustainable development of algorithm services and strengthen supervision to ensure long-term market order, the CAC said on Tuesday.

The regulations specify that service providers should not use algorithms to influence network public opinion to circumvent supervision and management and act in a monopolistic way and engage in unfair competition, while algorithms should not be engaged in illegal activities or dissemination of illegal information.

Meanwhile, the regulations standardize the development of internet news and information services, and providers offering internet news services should obtain license in advance, while preventing the generation and spread of fake or false news information or dissemination of news information issued by unqualified service providers.

The regulations also enhance protection of users’ rights, such as not to make recommendations based on users’ personal preferences and providing convenient options for users to turn off the algorithm recommendation service, while also enhancing the protection and convenience for both minors and senior citizens.

According to CAC, algorithmic recommendation technology refers to the use of algorithmic techniques such as personalized recommendations to provide information to users.
