We are in Danger of Grinding into a War of American Interests

# Prem Sagar Poudel

On August 25, 2020, I published an article in Gorkha Express Weekly and Nepal Today News Portal entitled “Comrade KP Oli and One China Policy in My Vision”. Towards the end of it, I wrote, “Lately, the West has spent millions of dollars to study, why more trust and confidence in the Nepalese people has towards China. As long as the trust and confidence of the Nepali people towards China cannot be broken. Until then, the Indo-West is well aware that Nepal cannot be destabilized, isolated and controlled. Some high-level leaders, officials and others have been systematically mobilized with Western investment to destroy China’s real Nepali friends in Nepal and the people’s trust and confidence towards China at the grassroots level. I will write about this only this time, next time we will discuss more.” This time I have tried to write more by including the relevant context.

The current Prime Minister of Nepal, KP Oli, while addressing the previous election rallies, had said in a juggler manner: We are in the campaign to protect our national interest. After the victory of the NCP (NCP), roads will be paved. Planes will soon be able to land in places along these roads. Factories, schools and colleges will be opened across the country. If people asked, where does the money for so much development come from? The money comes from the US.

Nepal’s political parties have been using nationalism not as an agenda but as propaganda. Nationality has never been an agenda for them. The latest example of this is Prime Minister KP Sharma Oli. The days of the misery of Nepali has finished. After the victory of the NCP (NCP), Nepalese will be able to spend time luxuriously etc.

NCP (NCP) Chairman KP Oli is completing his half term as the Prime Minister of the country. To this date, the Nepali people have not been able to feel and see the development and stability as he said at the time of election. On the contrary, corruption is rampant in government protection. The government itself is mocking the rule of law, Anarchy is at its peak and Nepal is caught in the American ambush of disintegration of China. The country is trapped in the American conspiracy day by day. There seems to be a perception that our leaders, especially Prime Minister Oli, are still raising the issue of nationality just to look like a strong patriot.

MCC has been included in the budget as a source as last year. Although the NCP (NCP) leaders pretended to be divided on the issue of MCC, the reality is different. It has become clear that the main reason for the division between the pros and cons of the MCC is not patriotism but personal gain.

A number of conspiracies have been hatched to implement the MCC project in Nepal as an integral part of the US Indo-Pacific Strategy. Public hearings have been held in 32 local bodies to implement the MCC project without being approved by the parliament and the office is being run in a five-star hotel Soltee Crown Plaza by paying expensive rent. Work has been started by appointing high paid employees. Even in this year’s budget, MCC has been included in the budget as a source as last year. Although the NCP (NCP) leaders pretended to be divided on the issue of MCC, the reality is different. It has become clear that the main reason for the division between the pros and cons of the MCC is not patriotism but personal gain. Another serious aspect of this is that according to the US plan, the leaders of the NCP (NCP) are seen in favor and against the MCC.

This is not the only case in the MCC. Leaders of political parties (except some political parties) are unanimous on all issues including MCC. They have pretended to be for and against only to be seen in the eyes of the international community and the public. The big media and leaders of most political parties have been active in implementing Western plans. At the moment, their main plan is to eliminate the Chinese presence in Nepal. They are planning to achieve the only goal of destroying the patriotism and trust of the Nepalese people towards China. For this mission, from 2008 to 2012, they worked to identify real Chinese friends in Nepal. After this, they launched a special program to make those Chinese friends in Nepal distrustful in the eyes of the people and to sever ties with China. At this time, they have given priority to establishing their agents as experts in China affairs using their invested media. Only after the success of this, the work of holding China from Nepal and dividing South Tibet through projects including MCC will be given priority. They are displacing and weakening friends of Chinese in Nepal, as well as strengthening their presence in Nepal through Hinduism, Buddhism and Christianity.

US money is flowing in, not for development, but for instability, anarchy, corruption and the means to divide China. The US is conspiring to keep China from Nepal by passing the MCC.

US money is flowing in, not for development, but for instability, anarchy, corruption and the means to divide China. The US is conspiring to keep China from Nepal by passing the MCC. Although US activity in Nepal appears to be low due to the Corona pandemic, the influx of Americans into Nepal since 2018, and the increased activity in the government and non-government sectors, reinforces fears that it could pose a serious threat to peace and stability in the region.

In recent years, the number of foreigners arriving in Nepal has been increasing. Nepal has adopted a soft immigration policy to attract foreign tourists. From the point of view of strategic importance, coordination and relations with neighboring countries, national security, internal security and other regulations, it is necessary to analyze the entry, departure and settlement of all foreign nationals, including Americans, in Nepal.

In the name of developing Nepal as a tourist destination, On-arrival Visas have been issued to citizens of most countries of the world (except 12 countries). Last year, the number of tourists visiting Nepal in 2019 BS was 1.197 million. India, China, USA, UK and Australia are the major contributors. The United States is the third largest tourist destination in Nepal after India and China, accounting for about 8 percent. However, in terms of passports and documents, the number of American citizens appears to be higher than the actual number of American citizens of Nepali origin visiting their ancestral homes and relatives. Apart from this, a small number of citizens of American origin also come to Nepal and they have been staying in Nepal with study visa, relative visa, tourist visa, worker visa.

Similarly, the number of Americans arriving in Nepal from January to September 13, 2020 was 16,248 and the number of departures was 19,272. The number was high in the first three months of 2020 and low in the following months due to the Corona Pandemic.

Apart from tourism, American citizens seem to have various other interests behind entering, leaving and staying in Nepal. In 2018, 88,536 Americans arrived and 88,075 departed using Nepal’s Tribhuvan International Airport. Similarly, in 2019, there are 93,241 Americans arriving through Tribhuvan International Airport and 93,966 departing. Similarly, the number of Americans arriving in Nepal from January to September 13, 2020 was 16,248 and the number of departures was 19,272. The number was high in the first three months of 2020 and low in the following months due to the Corona Pandemic.

It has adopted a reciprocal visa policy with the United States on tourist visas from January 2019 and other non-tourist visas from February. According to the Reciprocal Visa Agreement, Nepal and the United States can allow for a maximum of 180 days in a year and issue a visa for up to five years at once. Due to this, the arrival of American citizens in Nepal is estimated to increase.

Compared to the above number, the number of American citizens deported from Nepal for various reasons is small. In 2018, two American citizens were deported for various offenses. Under which two American citizens have been deported after the imprisonment on drug charges. Similarly, the number of American citizens to be deported in 2019 for various offenses is one. In 2018 and 2019, the numbers of American citizens who stay in Nepal for more than the visa period and are deported as over stay are 42 and 23, respectively.

According to the immigration law, there is a provision to issue a residence visa renew every year to the senior foreign nationals so that they can spend their retired life in Nepal. So far, 39 senior foreign nationals from different countries are staying in Nepal on resident visas. Among them are the following 8 citizens of the United States:
A. JERRY RAY GOLPHENEE (67 Years)
B. JUNG SOO SUH (67 Years)
C. MIRIAM ELLA KRANTZ (81 Years)
D. RONALD HARLOLD DERY (77 Years)
E. BARBARA ELLEN HIRSCH (71 Years)
F. ELIZABETH ANN WOODSEND (70 Years)
G. OLGA DAVIS MURRAY (94 Years)
H. ADDISON GILLESPIE SMITH JR (78 Years)

in 2018, the number of American citizens applying for all types of non-tourist visas was 3,023, of which the largest number was 1949 on relative visa. Similarly, in the current year, 372 students have obtained study visas, 9 residency visas, 302 non-resident Nepali visas, 177 marital visas, 93 labor visas and 121 dependent visas.

In Nepal, 461 Americans in 2018 and 388 Americans in 2019 have been granted business visas to do various businesses. Similarly, in 2018, the number of American citizens applying for all types of non-tourist visas was 3,023, of which the largest number was 1949 on relative visa. Similarly, in the current year, 372 students have obtained study visas, 9 residency visas, 302 non-resident Nepali visas, 177 marital visas, 93 labor visas and 121 dependent visas.

In 2019, the number of US citizens applying for various types of visas other than tourists was 3,229. Numerically, it is seen that a large number of American citizens are taking the non-tourist visa issued from Nepal. Most of the American citizens who get visas in this way are American citizens of Nepali origin.

Internal interests of US visiting Nepal: Chinese activities in Nepal have increased. Emerging as the world’s number one economy over the next decade, China has stepped up its cooperation activities in Nepal. China’s growing activity in Nepal is now more of a concern for the United States than for India. China has ambitious plans to reach Europe from Asia through the “One Belt, One Road” (BRI) project, leaving America behind in the world economy. “But, as China’s influence grows globally, the United States cannot remain calm. This is one of the reasons why the US has a vested interest in Nepal.”

The dual character of the government in allowing Nepali land to be used against China in practice and expressing commitment to the One-China Policy in document should be improved immediately. The appointment of Western and Indian agents in the name of government formation and distribution of various appointments between the political parties should be stopped immediately.

At the same time, China and the United States have their own regional organizations. It is not uncommon for the Inter-continental or “Indo-Pacific” activities to increase. But in the face of this, there is a danger that Nepal will become a laboratory for manipulating each other and making themselves effective. From this, Nepal is an area of strategic importance and there is a danger that we will be destroyed in the fight for their interests. This requires careful foreign policy and international diplomacy. The dual character of the government in allowing Nepali land to be used against China in practice and expressing commitment to the One-China Policy in document should be improved immediately. The appointment of Western and Indian agents in the name of government formation and distribution of various appointments between the political parties should be stopped immediately. The process of appointing patriotic and deserving people and giving them a chance to run the government was not started immediately and handing over the reins of government to the anti-China elements could be suicidal. Pay attention to this in time.
