Lawmakers of the House of Representatives (HoR) have said it was necessary to address appropriately the technicians working in the field of animal health in lack of veterinary doctors.
Taking part in deliberation on the Bill related to Animal Health and Livestock Services Council in today’s HoR meeting, they laid emphasis on the need of bringing the Bill paying attention on animal health service, which is running in a tradition way.
They also pointed out the need of clear legal provision regarding the role of technicians and veterinary doctors.
On the occasion, lawmaker Durga Bahadur Raut mentioned that the bill is relevant as per the time as it has been brought in order to provide works as per the capacity and remuneration as per the work.
Raut added that the bill is the most necessary at a time when technicians and staffs have been providing service in lack of veterinary doctors in Karnali.
Stating that the bill has mentioned about the formation of Animal Health and Livestock Service Council and kept the Bachelor Degree and Master Degree holders at the same place, lawmaker Min Bahadur Bishwokarma added it has created confusion.
Lawmaker Prem Suwal pointed out that the bill should address the issue of managing the livestock business. Stating that there is a compulsion of importing raw materials required for animal feed, he urged for paying attention towards the difficulty the citizens are facing acquiring higher education on agriculture and livestock service.
Lawmaker Khaga Raj Adhikari said it is necessary to put in place clear legal provisions regarding the veterinary technicians and doctors and keeping both under the same provision might create problems in future.
Gajendra Bahadur Mahat stated that looking at the bill it seems that it has aggravated a problem in one sector while trying to fix it in another.
Lawmaker Rangamati Shahi who proposed an amendment to the bill pointed out a clear provision regarding the veterinary technicians and doctors.
Kamala Rokka, Divyamani Rajbhandari, Asha Kumari BK, Tejulal Chaudhary, Mana Kumari GC, Rajendra Kumar KC, Rangamati Shahi, Padma Narayan Chaudhary and Chhakka Bahadur Lama also put their views on the bill.
