Suggestion to Maoist General Convention: Let's export cannabis

The ongoing general convention of the CPN-Maoist has suggested that legal arrangements
should be made for the export of cannabis.
Ambadatta Bhatta, who participated in the closed session of the General Convention from the Far Western Province, has given a written suggestion to the party that cannabis should be processed and exported to Nepal. Cannabis has been banned in Nepal as a drug.

But Bhatta’s suggestion on a ”production brigade construction and operation plan” states that ”legal arrangements should be made for the export of alcoholic beverages, cannabis and other herbal products, by setting limits on cannabis cultivation and processing from the processing center.”

In order to build a self-reliant economy, the main objective of the production brigade should be to produce and distribute Nepali brands using the raw materials, Nepali manpower and technology of Nepali originality and skills produced in Nepali land.
During production and distribution from the production brigade, a situation of struggle is
created while marketing of low-quality goods imported by middlemen capitalism and its
representatives, and street struggle comes to the fore, proclaiming economic revolution. Policy on Production Brigade Construction, Structure, Production Fund, Production, Distribution and Marketing, Legislation and Brigade Operation

A) Structure

1. Central Production Brigade: Large and Medium Industries – Paper, Leather Shoes,
Agricultural Processing Centers, Teaching Hospitals, Polytechnic Colleges, Electronic
Equipment Manufacturing Companies, Motor Manufacturing Companies, Water
Processing, Export Oriented Grains and Fruit Based Alcohol and Non-Alcoholic
Beverages. Production.

2. State Production Brigade: Medium Industries – Mainly Agriculture and Tourism,
Marketing, Health Institutions, Educational Institutions, Moisture Centers, Water
Processing Grain and Fruit based Alcohol and Non-Alcoholic Beverages Production and
Illegal Household Production.

3. District Production Brigade: Local level raw material, art and ship-based agriculture,
leather footwear, small and medium based industries including utensils, grain and fruit-
based liquor and non-alcoholic beverage processing industry, local food based fast food
industry etc.

4. Palika Production Brigade: Introduce Palika level small and medium enterprises based
on raw materials, arts and ships and collective firm system based on socialist tradition.
For example: agricultural production and distribution, agriculture, leather shoes, sewing,
hosiery, etc.

5. Ward Production Unit: Introduce collective firm system based on socialist tradition. For
example: agricultural production and distribution, agriculture, leather shoes, sewing,
hosiery, etc.

B) Production fund

1. Central Production Fund: Mandatory financial participation of organized
members from all over the country, voluntary participation of ordinary members
and the general public and the national bourgeoisie.

2. State Production Fund: Mandatory financial participation of organized members
from all over the state, general members and the general public and voluntary
participation of the national bourgeoisie from all over the state.

3. District Production Fund: Mandatory financial participation of organized
members from all over the district, general members and the general public and
the voluntary participation of the national bourgeoisie of the respective districts.

4. Palika Production Fund: Mandatory financial participation of the organized
members of the Palika, general members and the general public and the
voluntary participation of the national bourgeoisie in the Palika.

C) Laws relating to the establishment and operation of production brigades

1. As the current Cooperatives Act is an obstacle to the establishment and
production of industries including the three levels of private, cooperative and
government economic participation provided by the constitution of Nepal, the
law on establishment and operation of production brigade is in partnership with
Nepali citizens and governments of the three levels. The amendment work in the
Cooperatives Act should be taken forward by deciding to establish and operate
the fund, Palika Production Fund.

 

D) Distribution and marketing plan

1. To make legal arrangement of compulsory consumption in the public bodies of
the state by prioritizing the consumption of goods produced by the Nepali
Production Brigade.

2. Export Promotion Policy and Plan: To make legal arrangements for exporting
alcoholic beverages, cannabis and other herbal products by determining the
limits of cannabis cultivation and processing from the processing center.
