Guangdong: keep attracting talents and speeding up the reform development

In 2014 and 2018’s “Two Sessions,” Chinese President Xi Jinping joined those among the Liaoning delegation. The “Two Sessions,” or “Lianghui” in Chinese, is a reference to the annual meetings of the National People’s Congress (NPC) and the Chinese People’s Political Consultative Conference (CPPCC). President Xi Jinping has called upon Guangdong Province to continue carrying forward the spirit of daring, encouraging representatives to reform and innovate, as well as create a new path for Guangdong with a new and bigger role.

Over the past few years, various departments in Guangdong Province have attempted to carry out President Xi Jinping’s notes by promoting all-round scientific and technological innovations and deepening reforms.

Dr. Yuan Yuyu, who returned to China from overseas studies, is updating his 3D printing techniques in a lab in Guangzhou. He is the leading scientist in regenerative medicine. He listened to President Xi Jinping’s speech at the “Two Sessions” on March 7th, 2018.

President Xi Jinping points out that development is priority, talent is the first resource, and innovation is the first driving force. To build a strong country depends on innovation, and innovation depends on talents.

Guangdong launched an action plan for promoting the development of scientific and technological innovative talents soon after that suggestion.

Dr.Yuan Yuyu’s Guangzhou Development Zone has taken a number of measures to set up working groups based on the action plan.

In 2019, Document No. 1 of Guangdong Province focused again on scientific and technological innovation. Authorities in the province have launched 12 initiatives to promote scientific and technological innovation. The latest data shows the number of state-level high-tech companies in Guangdong has exceeded 40,000, ranking first in the country.

President Xi Jinping has said that Guangdong is a pioneer reform and opening up, urging the Province to continue reforming and innovating. Following the lead of President Xi Jinping, Guangdong has now made great achievements in reform.

Deputy Director of the Reform Office of the Guangdong Provincial Committee, Li Junxiao, who says Guangdong has been working on implementing President Xi Jinping’s reform instructions for a number of years. At present, the process of applying for a new company has been reduced to less than five business days.

Peng Jiuru is the Deputy Director-General of the Administration for Industry and Commerce of Hengqin New Area. He says reforms of the commercial system allows the Hengqin New Area to lower the threshold for market access. Establishing unified and standardized market rules are the key to supervise the market after lowering the threshold.

Chen Chaoxiang, Director of the Shenzhen Administration Service Data Management Bureau, says by integrating information resources, barriers to information resources sharing in all their departments have been cleared, saying it has greatly benefited the people.

At the end of 2018, Guangdong Province has introduced a master plan for the provincial “digital government.” By 2020, 80% of services will be digitalized and can be applied through mobile phones. Provincial government services are now 90% online, while around 70% of municipal and county government services are accessable online.
