The working class has played an important role in the development of the economic and social sectors in Muluk.The political movements and changes in country have a significant role to play.Inclusive democracy can achieve perfection only when the working class is recognized, accessed and represented under inclusive federal democratic republic.
In the upcoming elections for the House of Representatives on march 5, various political parties and independent candidates have nominated themselves. Along with the nomination of candidates, electoral turmoil has started to increase in cities and villages across the country. There is no criterion as to which voter will vote for a candidate based on commitments made by candidates going to election papers, affiliation of voters to political party, influence of candidates and activists on voters etc.
The election manifesto issued by political parties in elections is of great importance to the democratic system.The party through an electoral manifesto has to inform the voters what policies, plans and programmes will be implemented after forming a government.Election manifesto helps the voter make informed decisions.Electoral manifesto also contains public commitment of the party.It is moral and political responsibility of the party to implement the commitments and programs mentioned herein.
The electoral manifesto issued at the polls allows voters to compare manifestos of different political parties and understand which party’s views, policies and plans are in line with their wants and needs.
A similar greeting card allows the public to evaluate a government’s performance based on whether or not it acted in accordance with its proclamation.
The manifesto promotes politics based on policy considerations, which makes democracy strong and responsible.The manifesto said that political parties should be aware of the country’s economic, social, educational, health and infrastructure issues.
The labor market in country is divided into formal and informal sectors. Almost 85 percent of the labour practice will be done informally. In this type of informal labor practice, workers have not been able to get minimum wage wages and social security. This has led to labour discrimination prevalent even under informal labor practices. There is no fact data with that state.Even though the constitution and labor law set minimum labour standards for workers, it has not been effectively implemented.The work of monitoring ,regulation, inspection and labour audit have become tedious due to centralized and unified labour administration.
The liberalization, deregulation and globalization policies adopted in 1990 have not been the most oppressive of the working class. Due to open market policy, goods and services of multinational corporations were introduced into Nepali markets by making money or privatiszing them. Under Neo-liberal economics, manufacturing companies began to flourish rather than providing wealth, but unemployment became appalling.
The young youths who have gone to foreign posts from Nepal are 2/3 percent skilled, 22 percent semi-skilled and 75 percent of the workers left unskilled. After becoming a natural worker, they are not forced to work in low wages and facilities.
Therefore, in order to improve the conditions of workers in the current labor sector, smoothen relations between workers and employers and increase productivity, the state should include the agenda of workers in election leaflets by political parties that pay attention to the following areas.
Election manifesto issued by political parties, It should be mentioned that the government has to determine the salaries, wages of the working class by scientific standards.
All employers and workers must be brought under the scope of social security.Companies and employers are required to assume that they have tax clearance only after they become a member of Social Security.
In order to enact the data on workers, those who are engaged in employment and unemployed workers must register at local level and publish the worker’s statistics in national form.
Effective management of such labour would require the formation of a National Labour Commission ( NLC) as an independent constitutional body.
Official trade union elections for collective bargaining must be held every 2 years.Employees Grievance , Terms of Service facility and administration reform should be discussed with the Trade Union on a regular basis.
Trade unions should be given a promoting in the development of their union culture, which is based on work and duties.Similarly trade unions must adopt a policy of mobilization according to the concept of Quality circle in administrative work.
Likewise, to provide relief to the low income people and working class, ration cards should be provided and 753 municipalities should set up cooperative shops of good value and distribute them.
Further employment opportunities should be created within the country by developing and expanding agricultural sectors in country , and employment should be expanded inside the country with provision of sheep development training for workers who want to self-employ themselves, providing accessible capital and ensuring markets and prices for goods and services produced.
A similar foreign diplomatic mission should provide for the workers to go only skilled worker by providing them with advanced development training.The money from remittances must be used to adopt a high policy and program of investing in production within the country and employment sector.
In conclusion, it is necessary to mobilize the labor force in the form of an important national power in the economic and social sectors.In this regard, it is important to move forward with a policy and program that will solve the problem of working class in election manifesto issued by political parties.
